However, a comprehensive blueprint meant to shape the next decade of daily life cannot be delivered like a standard public service announcement.<\/p>\n\n\n\n
It must become a living conversation, especially with the generation that will inherit its outcomes.<\/p>\n\n\n\n
This shift is critical for the Post-Covid Development Strategy 2030, the central Sarawak Government policy guiding the state toward high-income status.<\/p>\n\n\n\n
The strategy aligns closely with the national Malaysia MADANI Economy framework and the Twelfth Malaysia Plan, both of which prioritize inclusive growth and youth empowerment.<\/p>\n\n\n\n
Despite these robust policy foundations, a noticeable generation gap has emerged.<\/p>\n\n\n\n
Many younger Sarawakians perceive the development strategy as a distant government document rather than a malleable roadmap they can question, challenge, and reshape to fit their lived realities.<\/p>\n\n\n\n
Bridging this interpretive gap requires aligning communication strategies with the core vision of the state leadership.<\/p>\n\n\n\n
Premier Sarawak Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg has explicitly stated, “Our young generation must be the main driver of the digital economy.” His administration has launched the Sarawak Digital Economy Blueprint to ensure that technological adoption translates into tangible economic opportunities for the younger demographic.<\/p>\n\n\n\n

The strategy needs champions who look and sound like the target audience.<\/p>\n\n\n\n
Young entrepreneurs, content creators, and grassroots innovators must translate lofty policy pillars into the language of digital livelihoods, housing dreams, and cultural pride.<\/p>\n\n\n\n
Without this shift in messenger dynamics, the entire communication effort risks being tuned out before it begins.<\/p>\n\n\n\n
Furthermore, the fixation on reach as a metric of success confuses mere amplification with genuine communication.<\/p>\n\n\n\n
Counting the number of people exposed to a message is broadcasting, not engagement.<\/p>\n\n\n\n
Real development communication closes the loop by capturing youth reactions, doubts, and original ideas, visibly weaving that feedback into the evolving narrative of the policy.<\/p>\n\n\n\n
The National Youth Policy 2023 to 2027 introduced by the Malaysian Government explicitly advocates for meaningful youth participation in policy formulation, moving beyond tokenistic consultations.<\/p>\n\n\n\n
When a young person in a longhouse or a cafe in Miri voices a concern about digital infrastructure or the relevance of a certain economic sector, that voice must be demonstrably heard.<\/p>\n\n\n\n
This feedback must be acknowledged in subsequent townhalls, social content, and policy discussions.<\/p>\n\n\n\n
Without visible evidence that their participation changes something, communication remains a monologue, and the generation gap widens.<\/p>\n\n\n\n
A quiet but damaging complacency about the digital divide also undermines outreach to rural youth.<\/p>\n\n\n\n
The assumption that young people in remote areas are not online is dangerously outdated.<\/p>\n\n\n\n

Yet, if the official digital strategy is limited to static social media pages with low engagement, it completely misses this energetic, video-first audience.<\/p>\n\n\n\n
The digital presence must go where the youth already are, utilizing interactive live sessions and co-creation challenges that treat young Sarawakians as co-owners of a shared future.<\/p>\n\n\n\n
This local reality mirrors a global shift in development communication.<\/p>\n\n\n\n
International studies by UNESCO highlight that effective youth engagement in sustainable development goals requires participatory communication models rather than traditional information dissemination.<\/p>\n\n\n\n
Young people demand agency and visible impact from their civic participation.<\/p>\n\n\n\n
The core task for the state is to stop treating development communication as the transmission of a finished document.<\/p>\n\n\n\n
Instead, it must be designed as a continuous, messy, and meaningful conversation between generations.<\/p>\n\n\n\n
The Post-Covid Development Strategy 2030 will only become a living roadmap when young people see their fingerprints on it.<\/p>\n\n\n\n
