The Ministry’s winding-up speech gives an inventory of programmes, projects and figures. What matters is whether these efforts translate into real chances for young Sarawakians, especially those in rural areas, to learn, train and find work.

Education Foundations and the Rural Classroom

Sarawak’s education programmes place strong emphasis on Science, Technology, Engineering and Mathematics, or STEM. The Dual Language Programme Sarawak is now in its seventh year, and the Sarawak Education Enhancement Programme provides extra academic support in its second year. The No Kid Left Behind initiative is in its third year and targets the Baram area with a focus on Science, Mathematics and English.

These efforts sit against a national picture that remains challenging. In the 2022 Programme for International Student Assessment, Malaysia scored 409 in mathematics, 416 in science and 388 in reading, below the OECD averages of 472, 485 and 476 respectively. For Sarawak, the stated goal is to raise STEM enrolment from 45.7 per cent to 60 per cent by 2030. The Ministry has reached over 6,000 rural pupils through its STEM Catalysts Raspberry Pi 2025 programme, which visited more than 160 rural schools across 18 districts. For a rural child in Baram or Lundu, these mobile programmes are often the first hands-on encounter with robotics, drones or coding.

The challenge of school infrastructure remains large. 680 schools in Sarawak are classified as unsafe for occupancy under scales six and seven. Under the RM1.0 billion advance payment allocation, 86 dilapidated school projects have been completed and 54 remain at various stages. The Ministry also hopes that a substantial share of the Federal Government’s RM1.3 billion allocation for Sabah and Sarawak will go to school infrastructure. Rural connectivity is improving, with the Sarawak Rural Broadband Network and satellite solutions reaching hundreds of schools. However, research has found that poor internet connectivity remains a barrier for many rural students, limiting their ability to take part in online learning.

Skills, Technical Training and the Path to Work

Technical and vocational education and training, or TVET, has become a central pathway for young Sarawakians who want practical, job-ready skills. Nationally, the employability rate of TVET graduates reached 95.9 per cent in 2025, and enrolment across 1,398 TVET institutions stood at 459,558 students. This is a strong signal that skills training can lead directly to work.

Sarawak’s own institutions reflect this direction. CENTEXS trained 296 aerospace trainees, and its first cohort produced 36 graduates in Aerospace Sheet Metal and Machining Operations, all of whom received employment offers. Sarawak Skills is linking training to pineapple cultivation, modular programmes and an Advanced Automotive Training Centre. These are concrete examples of training that connects to real industries in the state.

For rural young people, TVET offers an alternative to academic routes and a way to build careers close to home. The Ministry has acknowledged the need to expand TVET in digital technology, engineering, modern agriculture and emerging industry skills to empower interior youth. The national TVET employability figure of 95.9 per cent is a useful benchmark, but Sarawak will need to track whether its own rural trainees see the same results.

Talent, Higher Education and the Question of Outcomes

The Free Tertiary Education Scheme is the Ministry’s most concrete higher education intervention. As of 30 September 2026, 6,246 students had accepted places across four Sarawak-owned institutions: Curtin University Malaysia with 949 students, i-CATS University College with 464, Swinburne University of Technology Sarawak Campus with 2,802 and University of Technology Sarawak with 2,031. The scheme provides an annual stipend of RM15,000 to 3,195 eligible lower-income students. Intake across 64 courses rose from 1,528 in 2025 to 3,491 in 2026, an increase of 128.5 per cent.

These numbers are meaningful for rural families for whom tuition and living costs are a major barrier. Malaysia’s national tertiary enrolment rate was 37.12 per cent in 2025, and globally some 264 million students were enrolled in higher education. Sarawak’s free tertiary scheme is a deliberate attempt to lift participation, particularly for students who would otherwise be excluded by cost.

The limitation is that the account does not provide completion rates, retention rates or graduate employment outcomes. Without these, it is difficult to know whether access is translating into success. The same applies to talent programmes more broadly. The Sarawak Career and Training Fair attracted 32,308 visitors and over 50 exhibitors, and Talent Path Sarawak and other schemes show high activity. But wage outcomes, job retention and comparisons with private-sector training are not reported.

Innovation, Research and Rural Inclusion

The innovation section is broad. Sarawak recorded 256 teams in the National Robotics Competition, and the state will host the World Robot Olympiad Open Championship in 2027. Globally, the World Robot Olympiad reached over 175,000 young people and 32,100 teams in 2025, so Sarawak’s participation places it within a growing international movement. The Sarawak Science Centre has welcomed approximately 200,000 visitors since its launch in July 2026. Research funding includes RM18.38 million from UK Research and Innovation for African Swine Fever research, and commercial agreements worth RM82.5 million.

For rural communities, the benefits here are less direct but still relevant. The Sarawak Digital Economy Corporation’s STEM supplementary programmes have reached 12,941 students, 1,010 teachers and 622 schools. Programmes like these can bring exposure to rural students who would not otherwise encounter robotics, coding or research careers. However, the account relies heavily on activity indicators. It does not show failure rates, cost per participant or evidence of economic impact beyond signed agreements.

What This Means for Rural Sarawak

The overall picture is one of genuine activity and some concrete achievements, set against clear limitations in outcome data. For a young person in a rural area, the most tangible opportunities are the STEM outreach programmes, the free tertiary scheme and TVET pathways that lead to employment. The CENTEXS aerospace cohort, where all 36 graduates received job offers, is a strong example of what works.

But several commitments remain at the planning or approval stage. The Sarawak Education Council has no clear timeline, governance structure, or funding arrangement. The proposed medical faculty at the University of Technology Sarawak awaits external approval. Constituency replies on school projects are often status updates without firm dates or cost details.

A fair assessment is that the Ministry has set a direction and reported progress, but effectiveness will depend on delivery discipline, federal cooperation and transparent outcome data. For rural Sarawakians, the test is simple: whether the promises of access, skills and jobs reach the communities that need them most, and whether the results can be measured and verified.

Sarawak’s 2027 budget plans cover STEM, TVET and free tertiary study.
