Merujuk kepada Jabatan Perangkaan Malaysia (sumber daripada Wikipedia), luar bandar adalah sebuah kawasan yang tidak diwartakan atau yang diwartakan dan mempunyai jumlah penduduk kurang daripada 10,000 orang.

Namun begitu, sering kali kita mendengar ada sesetengah pihak mentakrifkan kawasan luar bandar sebagai kawasan yang tidak maju dengan kemudahan infrastruktur yang disediakan adalah terhad dan kurang berbanding dengan kawasan bandar.

Abdul Rahman Zohari Tun Datuk Abang Haji Openg telah berusaha membawa satu dasar yang dapat mengubah struktur ekonomi Sarawak termasuk di kawasan luar bandar.

Salah satu dasar ini diterjemahkan dengan pelaksanaan ekonomi baharu yang kini sedang dilaksanakan menerusi pelbagai pendekatan yang diyakini telah berjaya serta merintis kejayaan bagi mencapai negeri maju tahun 2030.

Tidak dapat dinafikan bahawa keadaan ekonomi di kawasan luar bandar pada masa sekarang jika dibandingkan dengan lebih sepuluh tahun yang lepas sudah mengalami banyak perubahan.

Di antara faktor yang membawa kepada perubahan ini ialah disebabkan oleh program dan polisi pembangunan yang dibawa oleh kerajaan terutama sekali dalam bidang pertanian.

Selari dengan perkembangan teknologi dan aktiviti dalam pelbagai sektor global berasaskan digital, Kerajaan Sarawak menerusi Jabatan Pertanian Sarawak telah mengambil langkah proaktif untuk memodenkan pertanian di Sarawak termasuk di kawasan luar bandar.
