The central question for any society embracing digital transformation is not whether to use technology, but how to use it in a way that protects collective interests while capturing its genuine benefits.
What Society Stands to Lose
Three interests sit at the heart of this concern: privacy, fairness, and institutional accountability.
When government systems consolidate citizen data into centralised databases, they create single points of failure that, if breached, can expose millions of people at once.
Malaysia’s own cybersecurity monitoring agency recorded a steep rise in cybersecurity incidents in recent years, and breaches affecting national registration records and social security data have already demonstrated how quickly public trust can be shattered when custodial duties fail.

Several concrete safeguards make this possible.
First, any automated decision that affects a person’s rights, benefits, or legal standing should retain a genuine human-in-the-loop mechanism, one where a qualified official can override the system and is required to record the reasoning.
Second, governments should mandate algorithmic audits before and after deployment, checking for discriminatory outcomes across race, income, and geography.
Third, data protection laws must include mandatory breach notification, meaningful penalties, and independent oversight bodies with real investigatory power, not merely advisory functions.
Malaysia’s recent amendments to its Personal Data Protection Act, introducing breach notification requirements and stiffer penalties, are a step in the right direction, though legislation alone cannot rebuild trust once it is broken.

Society’s interest in safety also extends to resilience against systemic failure.
The single largest information technology outage in history, triggered not by malicious hackers but by a flawed software update from a single vendor, grounded airlines, disrupted hospitals, and knocked out government portals across the globe in a matter of hours.
This event revealed an uncomfortable truth: when public institutions become entirely dependent on a small number of external vendors for critical infrastructure, the state has effectively outsourced its capacity to function during a crisis.
A society that values continuity of essential services must insist that its government maintain analogue fallbacks, diversified vendor relationships, and staff who retain the skills to operate without the system when it fails.
Digital Literacy as Collective Insurance
Ultimately, protecting the public interest is inseparable from investing in the digital literacy of both citizens and civil servants.
A population that understands how its data is used, what rights it holds, and how to question an automated decision is far better protected than one that accepts every digital interaction on faith.
Likewise, a civil service that can read a model’s assumptions, question a vendor’s claims, and explain a system’s output in terms a citizen would accept is a civil service that keeps technology in its proper place: a tool of governance, not a substitute for it.

Society’s interests in the digital age are not protected by slowing down innovation, but by insisting that innovation be accountable, transparent, and reversible when it goes wrong.
Optimal and safe use of technology means keeping humans meaningfully in charge of consequential decisions, building resilience against systemic failure, and treating data protection as a foundational public good rather than an afterthought.
When these conditions are met, the digital transformation of public life can deliver on its promise without asking citizens to gamble their privacy, their fairness, or their trust in exchange for convenience.
