It Takes a Village: Sarawak’s Social Strategy for Crime Prevention

Crime prevention has been a consistent priority for governments around the globe, and Sarawak is no exception.

The state has made significant progress in curbing crime through various efforts.

However, the true power in preventing crime comes from the community’s ability to strengthen social ties.

In Sarawak, communities are joining forces to create a more secure and united environment for everyone.

Step-by-Step Guide to Crime Prevention Through Community Unity

Fostering Strong Social Relationships

A connected community can be one of the greatest barriers to crime.

When individuals know their neighbours, they are more likely to support each other and stay vigilant.

Building social connections is essential for creating trust and preventing criminal behaviours.

In Sarawak, many villages and residential communities are working to strengthen these ties through regular community events and meetings.

At the 2024 forum on community policing in Sarawak, The Right Honourable, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, Premier of Sarawak brought attention to the crucial role of social unity.

He said, “The success of crime prevention lies not just in policing but in the collective strength of our communities.

When we come together, we create a safer environment for our families.”

Across Sarawak, both urban and rural communities are stepping up by organising activities like neighbourhood clean-up days, local sports tournaments, and cultural festivals.

These gatherings help foster relationships and promote a sense of togetherness.

Establish a Neighbourhood Watch Initiative

Community-led neighbourhood watch initiatives have proven to be powerful in deterring crimes.

Operated by the community for its safety, these initiatives encourage residents to stay alert and report suspicious behaviour.

In Sarawak, numerous neighbourhoods have seen a decline in minor crimes and burglaries thanks to their implementation.

At the 2023 Sarawak Crime Prevention Conference, Datuk Seri Abdul Karim Rahman Hamzah, who serves as the Minister of Youth, Sports, and Entrepreneur Development, stated, “Neighbourhood watch programmes are essential in providing an extra layer of security.

They empower residents to take responsibility for their safety while assisting the police.

Prioritise Youth Education and Promote Engagement

Serembu assemblyman, Miro Simuh, has identified education as one of the critical elements in crime prevention.

He emphasised that to cultivate a generation grounded in responsibility and discipline, education must start early – within the family, the classroom, and places of worship.

Furthermore, engaging young people in structured, meaningful activities also helps reduce the risk of them getting involved in crime.

In Sarawak, initiatives such as sports teams, youth groups, and mentoring programmes provide safe spaces for youth to grow, learn, and connect with positive role models.

In his speech at the Sarawak Youth Development Forum 2022, The Right Honourable, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari stated, “Our youth are the future of Sarawak.

It is vital to give them opportunities to grow, learn, and interact with positive role models.

This will help steer them away from crime and build a brighter future for the state.”

Create Community-Based Programmes for Conflict Resolution

Conflicts are a normal part of community life, but without proper intervention, they can spiral into violence or criminal acts.

In Sarawak, many rural communities have introduced conflict resolution initiatives that equip local leaders and volunteers with the tools to mediate disputes constructively.

These initiatives have played a key role in reducing domestic violence, land conflicts, and anti-social behaviour, particularly in rural areas.

A 2023 report by the Sarawak Criminal Justice Forum highlights how community leaders are encouraging open dialogue, often preventing situations from escalating to the point where police are needed.

Support Police and Local Authorities

While the public plays a vital role in preventing crime, fostering strong ties between communities and law enforcement is equally important.

But for real impact, a close working relationship between communities and law enforcement is essential.

Former Inspector General of Police, Tan Sri Datuk Sri Mohamad Fuzi Harun, emphasised this sentiment at the 2024 Sarawak Crime Prevention & Community Safety Conference, saying, “Community-police partnerships are vital.

Only through joint efforts can we ensure safety and harmony.”

As part of their commitment to community safety, the Sarawak Police have rolled out outreach programmes that bring law enforcement closer to the people.

These programmes aim to build trust and encourage residents to speak up about crime and suspicious activity, assuring them that their safety is protected.

Additionally, crime prevention workshops are held to educate residents on home security, scam awareness, and personal safety.

Increase Awareness of Crime Prevention Techniques

Crimes often occur when opportunities arise, and by implementing basic preventive measures, individuals can significantly lower their chances of being targeted.

In Sarawak, communities have taken the initiative to educate residents about effective crime prevention strategies.

This includes programmes that raise awareness on home security, using alarm systems, and recognising and avoiding scams.

For instance, local police frequently conduct seminars to educate the public on home security, including the installation of surveillance cameras and motion detectors.

Additionally, in cities like Kuching and Miri, for example, local media works alongside law enforcement to share regular crime prevention tips with the public.

The Role of the Sarawak Government in Crime Prevention

The Sarawak state government has put strong emphasis on fostering community participation through targeted investments.

A key example is the Sarawak Community Policing Task Force, established in 2022, which partners with local residents to address crime at the neighbourhood level and supports locally-led crime prevention initiatives.

During the 2024 State Assembly Meeting, the Premier of Sarawak reiterated the government’s dedication to empowering communities in combating crime, stating, “We believe that strong communities are the backbone of a safe Sarawak.

We are committed to creating a supportive environment where citizens can thrive, and in turn, our state will be safer for all.”

Conclusion

In Sarawak, keeping communities safe is a shared mission.

It extends beyond the roles of government and law enforcement, relying heavily on the active involvement of local communities.

Strengthening social ties, promoting grassroots programmes like neighbourhood watch, and engaging young people in positive pursuits are all crucial strategies in creating safer environments.

As communities work together, they’re laying the foundation for safer neighbourhoods and a stronger, more resilient Sarawak.

With stronger community engagement and continued government support, Sarawak is not just a place to live – it’s a place where people can truly flourish in safety and unity.
